If you got a guildie or anyone you know at 80 you don't need to be lvl 80 to get the mount. You can do the first PoF mission if you're in their party when they start it and you'll unlock the raptor before the end. No need to boost.
Since I unlocked both springer and raptor I wanted a flying mount. I owe both expansions but no living worlds. I accumulated 250 gold for griffon but now i have second thoughts. As for how to get the mounts from Path of Fire, three of them are required for the story (Raptor, Springer, Skimmer), one in each of the first three maps. Jackal is an optional mount in the fourth map, and requires some mastery of either Skimmer or Springer to access.
Yes. You must be level 80 and start the Path of Fire story. You will unlock the Raptor in the first mission. You then have to unlock the other mounts (Springer, Skimmer and Jackal) in the surrounding maps.
