KDE connect won't work in something like Flutter or Qt as so much of it relies on native system libraries. The codebase would have so much native stuff in it that you may as well go full native and get the benefits that native provides. 4. virteq.
The KDE Connect team is working on a temporary solution for this, which will probably be to use a text entry somewhere in the app or an app notification to share clipboard data. The clipboard can be accessed, just not in the background. I can't find an open bug for it at the moment, but there is a WIP merge request on KDE's GitLab for this.

I think “installed KDE on Windows 11 and Pixel 6a” means “installed KDE connect…” The KDE connect application has no feature to “send text to another device”. If you mean to send SMS from the desktop application to another person using your KDE connected phone’s SMS feature, then there should be an action for this in the KDE
If you copy text to the clipboard in Windows, it should appear in the "Paste" on your phone, and vice-versa. Have someone call/text your phone, does Windows 11 show a notification? Then do the same phone test with the Steam Deck desktop mode. Being wired, you shouldn't be impacted by wireless isolation modes. Select the one you want and click on the Request pairing button.
